iPhone OneNote shows: The location may not exist or you may not have permission to access it

iOS Version: 17.1.1
OneNote Version: 16.101.3 (25100311)
Previously, OneNote on my phone kept showing that a file had a merge conflict, but when I checked on my computer, there was no problem at all.
Then, I uninstalled OneNote from my phone and reinstalled it, but when I opened the notebook, it showed:
'The location may not exist or you may not have permission to access it.'

What's going on? How should I fix this?
