Can OneNote's Notebook be Saved Locally and OneDrive.com to Sync to Phone?

I want to create a OneNote notebook that can be saved on my local hard drive, and synced to OneDrive.com, and synced to my phone OneNote. Is it possible?

OneNote's notebooks are divided into local notebooks and online notebooks.
 

OneNote’s Local Notebook

OneNote's local notebook refers to a notebook that is created on a local hard disk.
You can see the path to the notebook saved in the Files tab of OneNote –> Info page.
The path starts with a local drive letter, such as: C:\, D\: ....
 

OneNote’s Online Notebook

OneNote's online notebook refers to a notebook created in the cloud, such as OneDrive.com.
You can see the path to the notebook saved in the Files tab of OneNote –> Info page.
The path starts with https://.
 
Obviously, OneNote's notebook can't be saved in C:\, and saved under https:// at the same time.
So, your idea is not achievable.
 

Available Scenarios

Now, the available scenarios are. Create a notebook as an online notebook (for example, on OneDrive.com).
Then, use Windows Office OneNote 2013, 2016, 2021 for automated backups.
In this way, through backup, a notebook is stored on the local hard disk.
