Create a OneNote Local Internal Link in Windows Office OneNote 2021
In a OneNote notebook saved on OneDrive.com, create an internal link to the local OneNote notebook.
Then, sync to OneNote for Windows 10.
View the internal link in OneNote for Windows 10
When we look at this internal link in OneNote for Windows 10, what we see is:

The reason for the error is:
Windows Office OneNote 2021 supports local notebooks. And that is the only one that supports local notebooks.
