OneNote for Windows 10 is an UWP App, it is free when it first publish with Windows 10 release.
But, from 2016/7, it become a software need pay for some features.
It mean that OneNote for Windows 10 is not a free software now.
It will show difference features when you login.
Some features just be shown when your account is an Office 365 user.
This is the list of paid features in OneNote for Windows 10.
