Answer:

In the newly created page of OneNote on mobile phones, you can't add a new note container normally.
However, after drawing or handwriting on OneNote, you can add new note containers.
 
Select a pen in OneNote on your phone, draw it casually, and then, cancel the pen to return to the text input state, click your finger in the blank space of the screen, and a new note container will appear.
